John E. (Jay) Wells is a Senior Attorney in Air Line Pilot Association, International’s (ALPA’s) Legal Department. Since joining the ALPA Legal Department in 2000, Jay has represented ALPA in federal court litigation and has handled FAA enforcement cases, arbitrations, and security-related matters, represented ALPA before federal agencies. In addition, Jay has worked closely with a variety of pilot groups and provided legal support to the ALPA’s Flight Time/Duty Time Committee, to ALPA’s Captain’s Authority Committee, to ALPA’s Air Safety Executives and Department, to ALPA’s National Security Committee, to ALPA’s Veterans’ Affairs Committee, and the President’s Committee for Cargo. He is currently a Member of the Board of Directors of the International Federation of Airline Pilots’ Associations (IFALPA), and he has also served as Vice-Chair of IFALPA’s Legal Committee, Chair of IFALPA’s Unmanned Aircraft Systems Work Group, and as a member of IFALPA’s Safety Management Work Group. He has represented pilots’ interests at the International Civil Aviation Organization’s (ICAO’s) Legal Committee, Remotely Piloted Aircraft Systems Panel, and Safety Management Panel.
Jay is experienced in aircraft crash litigation and in federal regulatory, rulemaking and enforcement issues, and in international aviation matters. He has appeared in numerous federal district courts, argued before the U.S. Courts of Appeals for the Fourth, Fifth, Ninth and District of Columbia Circuits, and is admitted to the U.S. Supreme Court. He is a member of the District of Columbia and Virginia Bars, and a member of the American Bar Association Section of Administrative Law & Regulatory Practice and the Aviation Law Association.
Prior to joining ALPA, Jay served as a trial attorney in the U.S. Department of Justice Aviation Section in Washington, D.C. He also served as an attorney in private practice in Washington D.C. and Virginia. Jay has successfully represented the FAA, DOT, DOD, NASA, pilots, controllers, air carriers, financial institutions, insurers, airframe manufacturers, ocean carriers, FBOs and various other private and governmental entities before federal and state courts, including jury trials, and before administrative agencies and boards.
Jay earned his law degree (J.D.) in 1985 and Master of Laws (LL.M.) degree in 1986. He holds FAA Commercial MEL and instructor licenses. Jay and his wife, Valerie, live in Virginia. They have three children.
